Program & Proposal Management
Program Management: Helped manage the financial, programmatic, and administrative aspects of 10 programs ranging from $0.5 to $14 million. Developed several tools for improved program management as part of a cross-cutting organizational working group. Certified in PMD Pro Level 1 and USAID Rules & Regulations for Grants and Cooperative Agreements.
Proposal Management: Assisted with the technical, financial, logistical and administrative management of over 30 proposals worldwide for a variety of donors (USAID, Department of State, World Bank, European Central Bank, UN, etc.). Implemented a streamlined business development software and trained employees on its use. Certified in USAID Proposal Development, and Writing and Managing Federal Proposals.
- A $14 million USAID-funded cooperative agreement to build the capacity of the national water utilities in Afghanistan
- A $0.8 million Department of State-funded professional exchange for young Southeast Asian leaders in civic engagement and governance
- A winning $2.5 million USAID-funded cooperative agreement proposal to build the capacity of women’s CSOs in the Middle East
Economic Development: Researched and wrote a comprehensive report on community improvement districts (CID), a common economic development tool in Georgia. Authored a follow-on report that reviewed the property taxation of ten states’ business improvement district models and looked at special service districts, another tool. Assisted with the technical and cost proposal for a $50 million USAID-funded project to improve economic development and resiliency in the Philippines. Researched the use of economic development policies in the city of Youngstown, Ohio as a case study of slow-growth cities.
Public Service Delivery: Conducted a case study analysis of the effectiveness of the IBTS and MARC Shared Building Department Services Partnership in selected Missouri and Kansas jurisdictions. Worked on a $5 million USAID-funded cooperative agreement improving waste management & recycling service delivery in Georgia. Managed a $0.4M World Bank-funded project in Tajikistan to assess and provide recommendations on improving municipal services provision, including a customer satisfaction survey and feasibility assessment for financing mechanisms.
Public Financial Management: Evaluated North Carolina’s state budgeting and financial practices for the previous three fiscal years as part of the Volcker Alliance’s Truth & Integrity in State Budgeting Project. Analyzed and assisted with Georgia’s tax handbook, an annual summary. Worked with senior research associates to respond to Georgia General Assembly requests for fiscal notes, including constructing forecast models of proposed legislation’s revenue impacts and drafting analyses. Certified in Debt Management, Treasury & Investment Management, Government Financial Statements & Accounting, Cost Analysis, and Operating & Capital Budgeting.
Capacity Building & Strengthening
Conducted an organizational capacity assessment of LCCS using the International HIV/AIDS Alliance’s CBO Capacity Analysis tool. Facilitated a workshop for ten staff presenting results, voting on the top areas to work on, and conducting a future visioning. As part of this ongoing capacity building, led two participatory workshops to update LCCS’s mission and vision.
Facilitated a needs workshop for the ward’s 19 nonprofits and creches (daycare) to determine top organizational capacity building needs (project management and grant writing training), then worked with local NPO forum counterparts to apply for a grant to provide these. Managed all aspects of an accredited 3 day course on fundamentals of project management for 20 NPO and creche managers provided by PM Academy. Designed, wrote, and facilitated a 2 day basic grant writing training and manual for 20 NPO and creche employees. Ongoing capacity building of local NPO forum counterparts to continue these efforts.
Provided on-the-job mentoring to subawardees on financial management and following USAID rules and regulations. Piloted, developed a guide, and designed and delivered training to department employees on new software for business development. Managed a program that assessed women CSOs’ capacity, provided a tailored Training of Trainers in organizational and technical capacities and created a network of shared best practices through a virtual portal. Certified in Assessing NGO Capacity.
